2009 State Awards.
The Neighbourhood Watch Volunteers Association of
South Australia and the South Australia Police hosted the 2009 State Awards at
AAMI Stadium at West Lakes on Saturday 7 November 2009.
Awards were presented to WatchSA volunteers by the
State Minister for Volunteers, Mr Tom Koutsantonis and Awards to Police Officers
were presented by Deputy Commissioner of Police Gary Burns. Following are the
Award Citations and photographs.

Mollie Smale, Whyalla Neighbourhood Watch Area 264
Mollie has been nominated by her peers and the police at Whyalla in recognition
of her exemplary and conspicuous service to the Community of Whyalla and to
WatchSA and particularly Neighbourhood Watch in South Australia.
Mollie is the Area Coordinator of Whyalla Area 264 and for the last 7 years has
worked tirelessly leading and directing her group of dedicated NHW volunteers in
activities to transform a local reserve from a dust bowl into a beautiful public
park, With a touch of skilful and persistent lobbying Mollie and her Area have
created a park that would be the envy of any community. (PowerPoint)
To quote from the nomination documents…”What Mollie has achieved has been truly
amazing and proves what can be done when a person is committed. Mollie is
assisted and supported in her role as Area Coordinator by a wonderful committee,
however it is Mollie that is the driving force behind Area 264.”
Mollie Smale is a most worthy recipient of our highest award, the 2009
President’s Award.
Trudi Haynes - Renmark Neighbourhood Watch Areas 77/78/132
Trudi Haynes has been nominated by her peers and the police of the Riverland
area in recognition of her conspicuous service to WatchSA, Neighbourhood Watch
and the Community of South Australia.
Trudi is the Area Coordinator of the combined Renmark Neighbourhood Watch, Areas
77, 78 and 132. Trudi’s involvement with Renmark NHW dates back to 1987 when she
attended the public meetings to first establish areas 77 and 78. Upon their
commencement in 1988, Trudi took on the roles of Secretary and Treasurer of Area
77. For 19 years of Trudi’s 21 years continuous service, Trudi has held, and on
occasions at the same time, the positions of Treasurer, Secretary, Newsletter
Editor, Deputy Area Coordinator and Zone Representative.
Throughout Trudi’s 21 years conspicuous service to Neighbourhood Watch including
a total of 19 years on the Renmark Neighbourhood Watch Committee, Trudi has
demonstrated the commitment, enthusiasm and drive that make her a worthy
recipient of the 2009 State Watcher of the Year Award.
2009 REGIONAL AWARDS - WATCHER OF THE YEAR
Danny Justus, St Agnes Neighbourhood Watch Area 188
Danny Justus is a volunteer with the St Agnes Neighbourhood Watch and has been
nominated by his peers and the police for his dedicated service to his
community.
Danny joined St Agnes NHW on its inception almost 20 years ago on 29/11/1989 and
has fulfilled the role of Zone Representative and willing helper for Area
activities. As an octogenarian, his selfless dedication to his Area makes his a
worthy recipient of a 2009 Regional Watcher of the Year. (no photo available)
Ken Peart, NHW Community Graffiti Removal Group
Ken Peart was up until recently the secretary, treasurer and volunteer with the
NHW Community Graffiti Removal Team and has been nominated by his peers and the
police for recognition of his conspicuous service since the group was formed
over 14 years ago.
Ken has only recently retired from the group due to ill health and it will
difficult to replace him as the groups success has largely been attributed to
Ken’s tireless efforts in coordinating volunteers, liaising with stakeholders
and monitoring the outcomes. This dedication to his duties makes Ken a worthy
recipient of a 2009 Regional Watcher of the year Award.
Kathy Stonham, Paringa Neighbourhood Watch Area 133
Kathy Stonham has been a member and zone representative of the Paringa
Neighbourhood Watch for 21 years since August 1988, and has held the position of
Secretary of the Area continuously since July 1990. Kathy is nominated by her
peers and the police for her dedication to Neighbourhood Watch.
Kathy designs, compiles and prints the Area’s newsletters and distributes them
to the Zone Representatives as well as taking care of all of the little jobs
that are necessary to keep an Area running. Kathy’s devotion to her community
and her support of her fellow volunteers makes Kathy another worthy recipient of
a Regional Watcher of the Year Award.
Albert Noll, Waikerie Neighbourhood Watch Area 319
Albert Noll has been a Zone Representative with Waikerie Neighbourhood Watch for
17 years and in that time has held the positions as Treasurer and Newsletter
producer/editor. Albert has also fulfilled the role as Treasurer of the Murray
Mallee LSA WatchSA Committee.
Albert has been nominated by his peers and local police for his efforts in
supporting the activities of his Area. He is recognised as a dependable,
tireless and selfless volunteer at Neighbourhood Watch crime prevention events.
Albert Noll’s commitment and dedication to the Waikerie and wider Riverland
communities makes him a worthy recipient of a Regional Watcher of the Year
Award.
Ian Loxton, Salisbury North Neighbourhood Watch 320
Ian Loxton of Salisbury North Neighbourhood Watch Area 320 is awarded a State
Award of Merit in recognition of his quick action when late last year he
observed several men load a motorcycle onto a utility in Kintore Ave in the
city. Ian’s foresight to report both the registration number and description of
the suspicious vehicle resulted in the recovery of the stolen motorcycle, albeit
already partially stripped, and the arrest of the offender.
Annette & Alec Farrell, Whyalla Neighbourhood Watch 264
Annette and Alex Farrell of Whyalla Neighbourhood Watch 264 are jointly awarded
a State Award of Merit in recognition of their quick actions when on no less
than four occasions since 2001 they have reported criminal activity that has, on
each occasion, resulted in the apprehension of criminal offenders. Both are
selfless volunteers, offering assistance to neighbours and supporting their NHW
Area.
Kay Carpenter, Willaston Neighbourhood Watch 180
Kay Carpenter has been a member of Willaston Neighbourhood Watch Area 180 for 20
years and has for the last few years undertaken the roles of Area Coordinator
and State Councillor. Kay has been nominated by her peers and the police in
recognition of her tireless and selfless dedication to her community and
uncompromising support for Neighbourhood Watch within that community.
Beth Cox, Port Lincoln Neighbourhood Watch 290
Beth Cox has been a member of Port Lincoln Neighbourhood Watch Area 290 for 15
years and has held the position of Treasurer for the past 13 years. Beth is
awarded a State Award of Merit in recognition of her dedication to her community
and selfless fulfilment of her Neighbourhood Watch duties even at times of
personal crisis. She has been recognised by her peers and her local community,
we now applaud her service with the presentation of this State Award. (no photo

Karen Ingleby, Birkenhead Watch 268/269
Karen Ingleby is a member of Birkenhead Neighbourhood Watch Areas 268 and 269.
Karen has fulfilled the roles of Area Secretary and is currently the Area
Coordinator. Karen has been nominated by her peers and the police not only for
her exemplary commitment in these roles but as the driving force behind the
WatchSA Whole of Community Project currently being piloted within the Western
Adelaide Local Service Area and as the Western Adelaide LSA WatchSA Secretary.
Karen’s ‘just do it’ attitude epitomises the modern WatchSA volunteer.
Ron Marshall, Montague Farm Neighbourhood Watch 480
Ron Marshall is awarded a State Award of Merit in recognition of his dedicated
duty to Montague Farm Neighbourhood Watch Area 480 and the wider Pooraka
community. Ron has been a member of the Area since its inception in 1997 and has
held the position of Treasurer for the last 6 years. Ron was nominated by his
peers and police for his leadership and in particular the efficient way he just
gets things done.
SAPOL COMMUNITY POLICING AWARDS
Superintendent Trevor John Twilley
Superintendent Twilley has been the Police Coordinator of Hallett Cove North
Neighbourhood Watch, Area 165 for 20 years until his recent transfer as the
Officer in Charge of the Limestone Coast Local Service Area. Superintendent
Twilley is well known within the community and the South Australia Police as an
advocate and supporter of community policing.
Superintendent Twilley displayed particular dedication in his role as Police
Coordinator, attending all meetings other than when prevented by sickness or
leave. He is an active participant in the Area’s crime prevention activities and
has been at the forefront of innovative approaches to crime prevention including
the implementation of the Hallett Cove Railway Station Beautification Project
and utilisation of young offenders in custody to assist in that project.
A Community Policing Award is presented to Superintendent Trevor John Twilley in
recognition of his leadership, dedication and commitment to Neighbourhood Watch
within the Sturt Local Service Area and the State of South Australia. (no photo

Superintendent Terry Harbour (Retired)
Superintendent Terry Harbour (Retired) has undertaken numerous roles within the
WatchSA programs over 20 years from 1988 including Police Coordinator of the
Brighton Neighbourhood Watch Area 120, Area Coordinator of Woodcroft
Neighbourhood Watch Area 414, Police and Area Coordinator of Whyalla
Neighbourhood Watch Area 204, Police Coordinator of Melaleuca Park Neighbourhood
Watch Area 345 and now, in retirement, the Area Coordinator of Cumberland Park
Neighbourhood Watch Area 169.
Terry is well known for his support of all WatchSA programs and is recognised
for his leadership, particularly whilst Officer in Charge of the then Mid West
and South East Local Service Areas. He continues a high level involvement in the
WatchSA programs through his role as President of the Neighbourhood Watch
Volunteers Association of South Australia and as Treasurer of Neighbourhood
Watch Australasia Inc.
A Community Policing Award is presented to Superintendent Terry Harbour
(Retired) in recognition of his leadership, dedication and commitment to the
WatchSA programs throughout the State of South Australia.
Senior Sergeant 1st Class Karen Lorraine Robinson
Senior Sergeant 1st Class Karen Lorraine Robinson is the current Police
Coordinator of Windsor Gardens Neighbourhood Watch, Combined Areas 275, 410 and
411. She is the past Police Coordinator of Parafield Gardens Neighbourhood Watch
Area 452, Redwood Park Neighbourhood Watch Area 114 and Elizabeth Vale
Neighbourhood Watch Area 423.
Senior Sergeant 1st Class Robinson’s involvement in Neighbourhood Watch spans
over 20 continuous years. Senior Sergeant 1st Class Robinson is a recognised
advocate and supporter of community policing and is recognised not only for her
involvement in Neighbourhood Watch but also for her achievements as the Manager
of the Holden Hill Crime Prevention Section.
A Community Policing Award is presented to Senior Sergeant 1st Class Karen
Lorraine Robinson in recognition of her leadership, dedication and commitment to
Neighbourhood Watch within the Elizabeth and Holden Hill Local Service Areas and
the State of South Australia.
Sergeant Daniel Kevin O’Mahony
Sergeant Daniel Kevin O’Mahony is the Police Coordinator of the
Millswood/Clarence Gardens Neighbourhood Watch Area 127 and has held this
position continuously for the past 18 years.
Sergeant O’Mahony shows dedication in his role as Police Coordinator, attending
all meetings other than when prevented by sickness or leave and continues to
support the Area in his own time. He is recognised for not only his involvement
in Neighbourhood Watch but also his past achievements as a member of the then
Community Affairs Branch where he was a staunch advocate and promoter of
Neighbourhood Watch within the wider community.
A Community Policing Award is presented to Sergeant Daniel Kevin O’Mahony in
recognition of his leadership, dedication and commitment to Neighbourhood Watch
within the Sturt Local Service Area and the State of South Australia.
Detective Brevet Sergeant Mark Hubbard
Detective Brevet Sergeant Mark Hubbard is the Police Coordinator of the Hope
Valley/Highbury Neighbourhood Watch Area 222, a position he has held since his
graduation as a Police Officer on 29 June 2000. Detective Hubbard’s involvement
with Neighbourhood Watch, however, extends prior to this date when, as a
civilian, he accepted a role as a volunteer ‘Zone Representative’ within the
Area, an additional role he fulfils to this date.
Detective Hubbard shows dedication in his role as Police Coordinator, attending
all meetings other than when prevented by sickness or leave. He is additionally
recognised for his role as a State Councillor and member of the Executive
Committee of the Neighbourhood Watch Volunteers Association of South Australia
Inc.
A Community Policing Award is presented to Detective Brevet Sergeant Mark
Hubbard in recognition of his leadership, dedication and commitment to
Neighbourhood Watch within the Holden Hill Local Service Area and the State of
South Australia.
Senior Constable 1st Class Caroline Anne Bristow
Senior Constable 1st Class Caroline Anne Bristow undertakes the role of Crime
Prevention Officer, and previously as Youth and Community Officer, at Berri in
the Murray Mallee Local Service Area, roles she has undertaken continuously
since May 2001.
Senior Constable 1st Class Bristow is recognised as a staunch advocate and
supporter of the WatchSA programs within the Riverland and Murraylands areas.
She fulfils the roles of Secretary and Treasurer of the Riverland WatchSA
Committee, was the driving force behind the launching of innovative ‘whole of
town’ Business Watches now operating all regional centres within the Local
Service Area, and continues to organise special events and displays to promote
community engagement and community policing.
A Community Policing Award is presented to Senior Constable 1st Class Caroline
Anne Bristow in recognition of her leadership, dedication and commitment to
Neighbourhood Watch and Community Policing within the Murray Mallee Local
Service Area and the State of South Australia.
Senior Constable 1st Class Mardia Jane Foweraker
Senior Constable 1st Class Mardia Jane Foweraker undertakes the role of Crime
Prevention Officer at Western Adelaide Local Service Area. Senior Constable 1st
Class Foweraker has held this position and the position of Youth and Community
Officer at Port Adelaide and Whyalla continuously since 1996.
Senior Constable 1st Class Foweraker is recognised as a staunch advocate and
supporter of the WatchSA programs within the former Mid-West Local Service Area
and, since April 2003, within the Western Adelaide Local Service Area. Her
dedication in her primary role in supporting the WatchSA programs has been the
subject of praise from her peers, WatchSA volunteers and the wider community.
A Community Policing Award is presented to Senior Constable 1st Class Mardia
Jane Foweraker in recognition of her leadership, dedication and commitment to
Neighbourhood Watch and Community Policing within the Western Adelaide Local
Service Area and the State of South Australia.
Senior Constable 1st Class Jonathan Douglas Nagel
Senior Constable 1st Class Jonathan Douglas Nagel is the Police Coordinator of
the Paringa Neighbourhood Watch Area 127 and has held this position continuously
for the last 13 years.
Senior Constable 1st Class Nagel shows dedication in his role as Police
Coordinator, attending all meetings other than when prevented by sickness or
leave. He is a promoter of Area crime prevention activities and actively
involves himself in community based policing activities within the towns of
Paringa and Renmark. He is respected by all members of the Paringa Neighbourhood
Watch and residents of the Riverland District.
A Community Policing Award is presented to Senior Constable 1st Class Jonathan
Douglas Nagel in recognition of his leadership, dedication and commitment to
Neighbourhood Watch within the Murray Mallee Local Service Area and the State of

Senior Constable 1st Class Ian Douglas Skewes
Senior Constable 1st Class Ian Douglas Skewes is the Police Coordinator of the
Willaston Neighbourhood Watch Area 180, a position he has held continuously for
the past 12 years. He also fulfils the role as President of the Gawler Blue
Light Committee, a position he has held for the past 6 years.
Senior Constable 1st Class Skewes is recognised as a staunch advocate and
supporter of the WatchSA programs within the Barossa Local Service Area and, in
addition to his duties as Police Coordinator of the Willaston Neighbourhood
Watch, has been instrumental in the launching of Neighbourhood Watch Areas at
Freeling, Roseworthy, Hewett and Evanston Park and the commencement of a Council
Watch program within the City of Gawler.
Senior Constable 1st Class Skewes is recognised also for his leadership,
dedication and commitment to Community Policing within the Elizabeth and Barossa
Local Service Areas and the State of South Australia.
Constable Cassandra Jane Herkiloglu
Constable Cassandra Jane Herkiloglu undertakes the role of Crime Prevention
Officer and previously as a Youth and Community Officer at Elizabeth Local
Service Area. Constable Herkiloglu has held this position continuously since
March 2000. She has previously fulfilled the role of Police Coordinator for
Montague Farm Neighbourhood Watch Area 480.
Constable Herkiloglu is recognised as a staunch advocate and supporter of the
WatchSA programs within the Elizabeth Local Service Area. Her dedication in her
primary role in supporting the WatchSA programs has been the subject of praise
from her peers, WatchSA volunteers and the wider community.
A Community Policing Award is presented to Constable Herkiloglu in recognition
of her leadership, dedication and commitment to Neighbourhood Watch and
Community Policing within the Elizabeth Local Service Area and the State of
South Australia.
